【摘要】改革開放以來，我國(guó)的城市建設(shè)和發(fā)展步入了一個(gè)新的

時(shí)期，城市正處于一系列激烈的社會(huì)經(jīng)濟(jì)變革之中。城市規(guī)劃好比

是城市的大腦，一個(gè)成功的規(guī)劃，能夠使城市煥發(fā)青春活力；建設(shè)

是城市發(fā)展的基礎(chǔ)，是規(guī)劃和管理工作的具體實(shí)施；管理是城市發(fā)

展的保障；城市規(guī)劃、建設(shè)、管理是密不可分的統(tǒng)一體，是一門綜

合性極強(qiáng)的社會(huì)系統(tǒng)工程。三者只有彼此兼顧，互相促進(jìn)，城市發(fā)

展才能步入?yún)f(xié)調(diào)健康有序的良性循環(huán)軌道。
